I'm wodering is the metioned target board bluetooth compatible ( could I make a network between it and my mobile ) ??
If yes how hard would it be to make anadequate soft-ware to do it ??

the target board isn't bluetooth compatible. it would need a bluetooth radio and the CC2500 is not one of them. in this case, software has nothing to do with it.

microwave ovens use the frequency too, but i don't think an eZ430 will be cooking your leftover pizza anytime soon. frequency is only one of many parameters of RF communication.
